What's the Truth About Ruth?

If you have been reading my blog lately, you know I am trying to complete the 2009 Topps 206 Framed Relic set. Consisting of 25 cards, the set is do-able.

The most expensive/valuable card in the set is the Babe Ruth card. On the front of the card, it reads, "GAME USED MEMORABILIA". A bat chip of one of Babes bats would be awesome to have embedded in a baseball card.

For some time now, there has been speculation about the origins of these "GAME USED MEMORABILIA" chips. Jeff over at New Card Smell (great name) wrote a piece about this subject. In the little bit of research I have done, I can not find any definitive statement from Topps on the subject. Does anyone know if these bat chips are actually authentic "GAME USED MEMORABILIA"?
